Amends Section 67-8204A of Idaho Code to authorize recreation districts to enter into intergovernmental agreements with governmental entities and other special districts for development-related purposes.

Allows recreation districts to participate in joint agreements with entities including highway districts, fire districts, ambulance districts, water districts, sewer districts, recreational water and sewer districts, and irrigation districts.

Permits intergovernmental agreements for developing joint capital improvement plans or for collecting and expending development impact fees for system improvements, provided agreements comply with applicable state laws.

Maintains existing authorization for governmental entities to enter into agreements with the Idaho transportation department for expenditure of development impact fees under developer's agreements.

Takes effect July 1, 2024, with an emergency declaration.
