Reorganizes and restructures eligibility requirements for the Idaho Opportunity Scholarship by consolidating previously separate sections into a unified subsection (3)(a)-(b).

Reduces the percentage of scholarship funds available for awards to adult students returning to complete degrees or certificates from twenty percent (20%) to five percent (5%).

Renumbers subsections throughout the statute for clarity and organization while maintaining existing substantive requirements for federal financial aid applications and need/merit criteria.

Effective July 1, 2024, with an emergency declaration to allow immediate implementation.
