Increases minimum prison sentences for child injury, sexual abuse, lewd conduct with minors, and other child offenses; prohibits suspension of sentence, probation, or pardon for most aggravated violations except as specifically authorized.

Establishes mandatory minimum sentences of 3-10 years for injury to children under circumstances likely to produce great bodily harm, and 5 years to life for lewd conduct with minors under 16 and sexual battery of minors ages 16-17.

Revises sexual exploitation of a child penalties to 5-30 years imprisonment plus up to $50,000 fine with ineligibility for suspension or probation; increases penalties for three or more adjudicated offenses to 10-30 years.

Prohibits courts from commuting, suspending, or withholding sentences for child sexual abuse (§18-1506), ritualized abuse (§18-1506A), genital mutilation (§18-1506B), sexual exploitation (§18-1507), lewd conduct with minors (§18-1508), sexual battery of minors (§18-1508A), enticing minors via internet (§18-1509A), and rape of minors (§18-6101).

Increases minimum prison sentence for rape from 1 year to 5 years and makes the act effective July 1, 2024.
