Amends Section 31-2202 of Idaho Code regarding duties of sheriffs to revise language in subsection (13)(d) concerning traffic regulation authority on highways and roads.

Adds explicit authority for sheriffs to temporarily close or restrict the use of any highway or road when deemed necessary for public safety, with clarified language replacing previous phrasing.

Changes grammatical language from "which" to "that" in subsection (3) regarding prevention and suppression of affrays, breaches of peace, riots and insurrections.

Includes a severability clause providing that if any provision is declared invalid, remaining portions of the act remain in effect.

Declares an emergency, making the act effective upon passage and approval.
