Revises the definition of "aggravated offense" in Idaho Code Section 18-8303 to exclude certain rape offenses where the victim is at least 12 years old or where the defendant is 18 years old, or rape offenses involving 16-17 year-old victims where the defendant is no more than 5 years older.

Modifies the kidnapping provisions to specify that second-degree kidnapping of an unrelated minor child qualifies as an aggravated offense only when committed for purposes of rape, lewd and lascivious acts on children under 16, or sexual gratification or arousal.

Updates the statutory cross-reference for first-degree kidnapping to specify the age threshold of 16 years for lewd and lascivious acts, and clarifies that the offense must be committed for rape, sexual acts on children under 16, or sexual gratification or arousal purposes.

Declares an emergency and makes the act effective on July 1, 2024.
