Amends Section 18-5003 of Idaho Code to expand the definition of cannibalism to include providing human flesh or blood to another person to ingest without that person's knowledge or consent.

Corrects spelling in the statute by changing "wilfully" to "willfully."

Establishes an affirmative defense allowing individuals to avoid cannibalism charges if the action was taken under extreme life-threatening conditions as the only apparent means of survival.

Maintains the penalty for cannibalism at imprisonment in state prison not exceeding 14 years.

Declares an emergency and makes the act effective July 1, 2024.
