Amends Idaho Code Section 39-414 to revise powers and duties of district boards of health, including administering and enforcing state and district health laws, regulations, and standards.

Requires board of county commissioners to approve by resolution any health district board order affecting all persons in a county or public health district within 7 days, with initial effect lasting 30 days and renewable for additional 30-day periods with commissioner approval.

Removes outdated language by striking "upon on" in references to duties imposed on the district and making technical corrections throughout the statute.

Retains existing authority for district boards to establish fiscal control policies, enter contracts, purchase property, accept grants, render services for fees, and lease property for up to 99 years through the Idaho health facilities authority.

Declares an emergency and makes the act effective July 1, 2024.
