Increases the maximum emergency communications fee from $1.00 to $3.00 per month per access or interconnected VoIP service line in Idaho Code sections 31-4803 and 31-4804.

Changes the ballot language for voter approval to reflect the new $3.00 maximum fee amount instead of the previous $1.00 cap.

Maintains requirement that a 60% majority vote is necessary to authorize the emergency communications fee and that voter approval must occur at a primary or general election.

Preserves existing provisions requiring annual review and adjustment of fees by county commissioners or governing boards based on budget needs for consolidated emergency communications systems.

Becomes effective July 1, 2024, with an emergency declaration included in the bill.
