Amends Idaho Code Section 49-2444 to revise eligibility requirements for no-fee identification cards issued for voter registration or voting purposes.

Removes the requirement that applicants must not have possessed a current driver's license in the preceding six (6) months to qualify for a no-fee four-year identification card.

Applicants eighteen (18) years of age or older who indicate an identification card is needed to comply with voter registration or voting requirements remain eligible for one free replacement and no-fee renewals if they continue to meet subsection requirements at time of renewal.

Makes technical corrections to Idaho Code Section 49-2444, including replacing "shall" with "sets" and "bear upon it" with "include" in provisions regarding identification card issuance and photography requirements.

Declares an emergency and establishes the act as effective July 1, 2024.
