Revises the state policy on flood control to emphasize flood risk reduction, flood response, and flood recovery in addition to flood damage prevention.

Adds new definitions to Idaho Code including "flood control," "flood control structure," "flood recovery," "flood response," "flood risk reduction," and "flood study" to provide clearer terminology for flood control district operations.

Expands the powers and duties of flood control district commissioners to explicitly authorize flood risk reduction, flood response, flood recovery, and flood studies as standalone activities, in addition to existing authority over structural works and emergency flood fighting.

Exempts flood response activities conducted during a declared flooding emergency from requiring prior director approval for stream channel alterations, provided the district complies with emergency waiver procedures under Idaho Code section 42-3808.

Becomes effective on July 1, 2024, and is declared an emergency measure.
