Adoptees with adoptions occurring on or after July 1, 2022, can request their original birth certificate, sealed medical and demographic information, and adoption report at age 18 or older by completing the voluntary adoption registry process.

Adoptees with adoptions prior to July 1, 2022, must be age 40 or older to request the same adoption documents.

When a match occurs on the voluntary adoption registry, a 30-day waiting period applies during which registered birth parents may indicate preferred contact method, request no contact, or request name redaction for 5 years.

The state registrar must provide a form for adoptees or their legal representatives to submit signed requests for adoption records.

The bureau of vital records and health statistics is not required to provide court records under these provisions, and the act becomes effective July 1, 2024.
