Expands unlawful acts for manufacturers and distributors, including prohibitions on direct sales to consumers through websites, retaining vehicle ownership, consigning vehicles to dealers, and unilaterally amending franchise agreements without 60 days' notice.

Requires manufacturers and distributors to provide written notice and allow dealers to challenge proposed modifications to franchise agreements within 60 days, with the department determining if good cause exists for the modification.

Prohibits manufacturers from coercing dealers to install public charging stations or similar infrastructure, though allows requirements for reasonable equipment, tools, parts inventory, and training necessary to sell or service vehicles.

Declares the bill an emergency measure, making it effective immediately upon passage and approval.
