Adds "chemigation applicator" as a new licensed classification requiring users of chemigation systems to be at least 18 years old and certified for competency by the department, with financial requirements and fees commensurate with professional and private applicator requirements.

Reorganizes pesticide applicator licensing requirements for professional applicators, private applicators, and chemigation applicators with separate standards for each classification, including application procedures, age requirements, examinations, and financial responsibility.

Revises chemical supplier responsibilities to require sellers of chemicals intended for chemigation to sell only to licensed chemigation applicators, professional applicators, or private applicators with chemigation category.

Removes the requirement for the department to conduct at least 250 annual chemigation system inspections from the inspection statute.

Declares the act an emergency measure effective upon passage and approval.
