Appropriates $5,016,600 to the Soil and Water Conservation Commission for fiscal year 2025 (July 1, 2024 through June 30, 2025) from multiple funds including General Fund ($4,592,200), Resource Conservation and Rangeland Development Fund ($364,400), and Clean Water Revolving Loan Fund ($30,000).

Authorizes 17.75 full-time equivalent positions for the Commission during the fiscal year, with any increases requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Allocates $300,000 of trustee and benefit payments to be distributed equally among the 50 soil and water conservation districts in addition to amounts authorized under Idaho Code Section 22-2727.

Designates $1,000,000 of trustee and benefit payments for the Water Quality Program for Agriculture to fund cost-share financing for soil and water conservation projects, water delivery and drainage improvements, and agricultural best management practices.

Declares an emergency and makes the act effective July 1, 2024.
