Appropriates $19,891,000 total to the Office of Species Conservation for fiscal year 2025 (July 1, 2024 through June 30, 2025), comprised of $1,766,500 from General Fund, $20,000 from Miscellaneous Revenue Fund, and $18,104,500 from Federal Grant Fund.

Allocates funding across personnel costs ($1,700,600), operating expenditures ($1,050,400), and trustee and benefit payments ($17,140,000).

Limits the Office of Species Conservation to a maximum of 16.00 full-time equivalent positions during the fiscal year unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increased positions.

Requires funds to be used only for their designated purposes and subjects appropriated funds to accountability reports and management reviews in accordance with Idaho Code Section 67-702.

Declares an emergency and makes the act effective July 1, 2024.
