Appropriates $53,510,500 to the State Tax Commission for fiscal year 2025 (July 1, 2024 through June 30, 2025), distributed across five divisions: General Services ($18,766,300), Audit Division ($13,491,600), Compliance Division ($9,819,300), Revenue Operations ($6,867,500), and Property Tax ($4,565,800).

Authorizes the State Tax Commission to maintain no more than 440.00 full-time equivalent (FTE) positions during the fiscal year, with any increased positions requiring specific authorization by the Governor and prompt notification to the Joint Finance-Appropriations Committee.

Requires funds identified for specific purposes to be used only for those purposes and subjects the appropriated funds to accountability reports and management reviews under Idaho Code Section 67-702, with outside audits to be submitted to the Joint Finance-Appropriations Committee.

Declares an emergency and makes the act effective on July 1, 2024.
