Amends Idaho Code Section 33-1001 to renumber and clarify definitions related to public school funding, including terms such as "performance criteria," "professional compensation rung," and "support program."

Adds new outcomes-based funding allocation in Section 33-1002(2)(s) distributing state funds to school districts based on student achievement in mathematics (grades 5-8) and secondary student credentials or graduation with workforce readiness, with economically disadvantaged students weighted at 1.75 students for calculation purposes.

Establishes minimum funding amounts of $10,000 for elementary schools and $6,000 for secondary schools under outcomes-based funding, with all funds required to implement evidence-based mathematics practices and college/career readiness initiatives.

Includes phased implementation beginning July 1, 2025, with outcomes-based funding increasing by 10 percent annually through fiscal year 2028, and requires legislative review during the 2028 session and every five years thereafter.

Declares an emergency and makes the act effective July 1, 2024.
