Changes terminology from "abstracts of returns" to "canvass report" for vote documentation submitted by county clerks to the secretary of state for federal, state, and district office candidates.

Requires canvass reports to include total votes cast for each candidate by county and legislative district, affirmative and negative votes on special questions, and any overvotes or undervotes by county.

Extends the state board of canvassers meeting deadline from 15 days to 21 days after both primary and general elections.

Updates Section 34-1212 to reference examination of "canvass reports" instead of "abstracts of votes" while maintaining the same substantive requirements for board certification.

Becomes effective July 1, 2024, with an emergency clause declared.
