Corrects capitalization of section headers in Idaho Code Section 67-5279 by changing "in" to "In" at the beginning of subsection clauses (a) through (e).

Adds new subsection (5) requiring courts to interpret Administrative Procedure Act provisions and agency rules de novo without deference to agency interpretations.

Requires courts to resolve any remaining interpretive doubts in favor of reasonable interpretations that limit agency power and maximize individual liberty.

Declares an emergency and makes the act effective July 1, 2024.
