Amends temporary rule adoption requirements to allow the governor to find that "reducing a regulatory burden" (in addition to public health/safety/welfare or federal compliance) justifies immediate implementation before legislative review.

Requires agencies to obtain at least one digital copy of incorporated material and make it conspicuously available and easily accessible on their website at no charge, unless prohibited by federal law or purchase agreements.

Establishes a staggered periodic review schedule for all rule chapters in effect on July 1, 2026, to be reviewed by the legislature between July 1, 2026, and June 30, 2034, with similar eight-year review cycles thereafter.

Requires agencies to submit reports prior to each rule chapter review date stating whether the substantive content remains necessary and whether it should be integrated into Idaho Code instead of remaining as an administrative rule.

Takes effect July 1, 2024, as an emergency measure.
