Changes assessment exemption eligibility from students scoring less than level 4 to those scoring less than level 2 on the state English language proficiency assessment for English language learners not enrolled for two full school years in U.S. schools.

Shifts exemption focus from Idaho's direct writing and mathematics assessments to the Idaho reading indicator assessment, which must be determined before fall assessment date with no changes allowed for remainder of school year.

Allows schools to require any student qualifying for the exemption to take the Idaho reading indicator assessment if deemed educationally appropriate or necessary to qualify for additional education services.

Maintains existing dyslexia screening and intervention requirements, including tier 1 screening using fall statewide reading assessment for kindergarten through grade 3 students, subject to the new exemption provisions.

Takes effect July 1, 2024 as an emergency measure.
