Registered electors may vote by absentee ballot if unable to vote in person on election day and all early voting days due to being out of jurisdiction or having illness or disability preventing in-person voting.

Absentee ballot applications must be requested by the elector, provided on forms by the county clerk, and may be submitted online; applications cannot be sent unsolicited or completed by third parties except assistance for electors with illness or disability by those with familial or caregiving relationships.

Applications failing to comply with requirements are considered invalid, and no absentee ballot shall be issued in response to an invalid application.

Mail-in absentee ballot applications must be received by 5:00 p.m. on the eleventh day before an election; in-person absentee voting applications must be received by 5:00 p.m. on the Friday before an election.

Act becomes effective July 1, 2024, and is declared an emergency measure.
