Amends Section 67-8203 to add "public safety facilities" (law enforcement, fire stations, emergency medical and rescue, and street lighting) to the definition of public facilities eligible for development impact fees.

Expands Section 67-8204A to authorize governmental entities to enter into intergovernmental agreements with the Idaho transportation department for expenditure of development impact fees pursuant to developer agreements under Section 67-8214.

Clarifies that development impact fees can be used for system improvements to public safety facilities and allows coordination between local governments and state transportation department on fee expenditures.

Declares an emergency and provides an effective date of July 1, 2024.
