Clarifies that community resident associations must provide written notification to the landlord, property owner, or agent of their interest to purchase the community.

Requires the landlord, property owner, or agent to notify the association's three designated members at least 15 days prior to signing a purchase agreement.

Changes the notification trigger from "listing agreement with a licensed real estate broker" to "property owner or agent signing a purchase agreement."

Maintains exemptions from notification requirements for eminent domain, foreclosures, gifts, corporate transfers, financing transactions, property exchanges, partnership transfers, and transfers to heirs.

Takes effect on July 1, 2024, with an emergency declaration.
