Expands attempted strangulation statute to include persons in dating relationships, not just household members, with up to 15 years imprisonment for first offense.

Establishes 20-year maximum prison sentence for repeat attempted strangulation offenders with prior felony domestic violence or strangulation conviction within 15 years.

Doubles all maximum penalties for domestic assault, battery, and attempted strangulation offenses committed in the presence of a child under 16 years of age.

Requires defendants convicted of domestic violence or attempted strangulation to undergo court-approved evaluation and counseling or treatment as part of sentencing.
