Amends Section 72-301 to define "public employer" as excluding cities, counties, and single-purpose districts organized to provide municipal services under Idaho law.

Amends Section 72-928 to define "public corporation" the same way, excluding cities, counties, and single-purpose districts organized to provide municipal services.

Adds requirements for worker's compensation insurers to hold bonds with credit ratings of at least "single A minus" from nationally recognized rating organizations, with 30-day replacement requirement if downgraded below that threshold.

Permits municipal bonds issued by Idaho state, subdivisions, counties, cities, towns, villages, and school districts as acceptable security instruments for insurers.

Declares an emergency and makes the act effective July 1, 2024.
