Amends Section 56-203 to add lawful presence requirements per Section 67-7903 as a condition for establishing residency for public assistance.

Removes the blanket exemption from lawful presence verification "where exempted by federal law" from Section 67-7903(1).

Removes three benefit categories from lawful presence verification exemptions: public health assistance for immunizations and communicable disease testing/treatment, prenatal care, and postnatal care up to 12 months.

Retains exemptions for emergency medical conditions, emergency disaster relief, certain community-level programs, and food assistance for dependent children under 18 years old.

Takes effect July 1, 2024 under emergency declaration.
