Allows disclosure of confidential statements made by children over 14 years old in mental health treatment to parents or guardians without written permission when necessary to obtain Medicaid or insurance coverage, contest or appeal insurance denials, carry out treatment plans, or prevent harm to the child or others.

Permits healthcare providers to deny a child's access to their own mental health records if the provider documents that disclosure would be damaging to the child, but allows the child to petition a court for access.

Adds new provision to Section 74-113 establishing that parents or guardians may receive mental health records of their children in accordance with Section 16-2428 provisions.

Declares the act an emergency measure with immediate effect upon passage and approval.
