Amends Section 67-3001, Idaho Code to revise the definition of "retainable offense" in the criminal history records statute.

Changes the definition of "serious misdemeanor" from "as defined by rule adopted under section 67-3003(2), Idaho Code" to "punishable by confinement in a county jail for more than six (6) months."

Maintains that retainable offenses include felonies and misdemeanors involving conduct that upon repeated subsequent offenses would fall under the felony or serious misdemeanor categories.

Declares an emergency and makes the act effective on July 1, 2024.
