Revises the legislative purpose of the Terrorist Control Act to recognize that conspiracies and training activities in furtherance of unlawful acts of terrorism and violence are not constitutionally protected and should be subject to criminal sanctions.

Defines "domestic terrorism" as activities within Idaho that involve cooperation with foreign terrorist organizations threatening Idaho or the United States, violate Idaho criminal law, and either involve violent acts or threats intended to physically harm human life with intent to intimidate/influence Idaho policy, or involve weapons of mass destruction.

Establishes the crime of domestic terrorism with penalties of up to 10 years imprisonment and/or $50,000 fine for conspiracy, assembly for training, or acts of domestic terrorism; or up to life imprisonment and/or $50,000 fine for committing or conspiring to commit domestic terrorism.

Expands the definition of material support to terrorists to include support for domestic terrorists, with penalties of up to 15 years imprisonment and/or $50,000 fine.

Makes murder committed in perpetration of an act of terrorism or domestic terrorism a first-degree murder charge and eliminates the statute of limitations for prosecuting acts of terrorism or domestic terrorism.
