Amends Idaho Code Section 67-5279 to establish that courts shall not defer to agency interpretations of state law, rules, or this chapter, instead interpreting them de novo.

Requires courts in actions against agencies to resolve any remaining interpretive doubt in favor of reasonable interpretations that limit agency power and maximize individual liberty.

Makes technical corrections to Section 67-5279 by capitalizing certain words in subsections (2) and (3) for grammatical consistency.

Declares an emergency and makes the act effective on July 1, 2024.
