Qualified electors must be U.S. citizens, at least 18 years old, and have resided in Idaho for 30 days with intent to live permanently in the state.

Establishes that "citizen of the state of Idaho" means a person who has lived in Idaho for 30 days and intends to live there on a permanent basis.

Prohibits any person from being a qualified elector if they are a citizen of another state or registered to vote in any other state.

Persons absent from Idaho due to state or U.S. employment, education, or state institutional care may maintain Idaho residency for voting purposes and cannot register to vote in another state during their absence.

Effective date declared as July 1, 2024, with emergency clause for immediate implementation.
