Extends Medicaid eligibility for 12 months postpartum to individuals who were eligible for and received Medicaid while pregnant, in accordance with federal law (American Rescue Plan Act of 2021 and Social Security Act).

Requires the Idaho Department of Health and Welfare to begin the federal approval application process for this state plan amendment no later than July 1, 2024.

Mandates the Senate and House Health and Welfare committees to review and recommend to the legislature whether to maintain the postpartum eligibility extension if federal financial participation is reduced or eliminated by more than 10% after approval.

Authorizes the Department of Health and Welfare to take necessary actions to implement the provisions and to maximize federal financial participation for the covered individuals.

Declares an emergency, making the act effective upon passage and approval.
