Amends Section 49-120 of Idaho Code to add a definition of "service-only facility" as a customer-facing or noncustomer-facing facility operated by a licensed dealer where repairs and services are performed on motor vehicles without engaging in the sale, lease, trade, or display of new or used motor vehicles.

Specifies that a service-only facility shall not be considered a dealer or dealership for purposes of Idaho motor vehicle law.

Renumbers all subsequent definitions in Section 49-120 to accommodate the new definition, shifting definitions (12) through (33) to (13) through (34).

Declares an emergency and makes the act effective on July 1, 2024.
