Director of the Department of Health and Welfare shall establish and support a statewide illicit drug tracking portal with restricted access for municipal, county, and state law enforcement agencies and public health officials

Portal shall collect current, statewide, geomarked, de-identified drug testing data from laboratories and treatment providers to monitor incidence and emergence of illicit addictive drugs

Department shall develop a secure database and restricted access web portal enabling data analysis of de-identified drug testing data

Department may contract with outside organizations to develop and manage the database and web portal, and with treatment providers and laboratories to provide qualified data

Act becomes effective on July 1, 2024, with emergency declaration
