Repeals obsolete sections of Idaho Code Title 61 related to transportation of persons and property, street railroads, express corporations, and common carrier requirements for filing schedules and passes.

Removes references to "fares" and "tolls" throughout Title 61, replacing with "rates" and "charges" where applicable, and removes exceptions for common carriers in utility regulation sections.

Repeals Section 61-315A prohibiting inverted residential electrical rate structures and repeals Chapter 11 (Air Carrier Act) entirely.

Amends Section 61-328 to clarify procedures for electric utility property sales and mergers, requiring PUC approval based on public interest, rate impact, and financial ability standards.

Amends Sections 61-1003 and 61-1005 to revise public utility fee payment procedures and establishes effective date of July 1, 2024, with emergency declaration.
