Requires state agencies, boards, commissions, and higher education institutions to provide 30 days' public notice before entering contracts or agreements valued over $25 million for goods, services, real estate, or property.

Notice must be provided through multiple channels: email to all legislators and elected officials, television and newspaper outlets in affected counties, the entity's website and social media, and publication in a local newspaper of general circulation.

Exempts transactions that undergo formal solicitation processes, are specifically authorized by the legislature, occur during emergencies, were made before July 1, 2024, or are legal settlements.

Makes any contract or agreement over $25 million that fails to follow the required notice process null, void, and of no force and effect.

Establishes a standardized "Notice of Intent" form that must include the entity name, transaction description, location, detailed purpose, contact information, and statement that the transaction was not made through a request for proposals process or legislative approval.

Effective date: July 1, 2024.
