Prohibits use of public funds, grants, and payments to any entity, organization, or individual for surgical operations or medical interventions related to gender transition to alter appearance inconsistent with biological sex, for both minors and adults.

Creates exemptions for procedures treating infections or disorders caused by prior gender transition procedures, and for medically verifiable genetic disorders of sex development as determined by genetic testing or physician diagnosis.

Prevents Idaho Medicaid program from reimbursing or providing coverage for gender transition procedures except for exempted surgical operations or medical interventions.

Prohibits state and local government physicians from providing gender transition procedures and bars use of state property, facilities, or buildings for such procedures.

Makes intentional violations by public officers or employees punishable as misuse of public moneys under Idaho Code section 18-5702; effective July 1, 2024.
