Appropriates $4,419,900 to the Office of Energy and Mineral Resources for fiscal year 2025 (July 1, 2024 - June 30, 2025), with $4,400,000 from the Federal Grant Fund for trustee and benefit payments

Prohibits use of resilient grid grant funds for promotion, advertisement, enforcement, or adoption of International Energy Conservation Codes beyond the 2018 energy conservation codes currently in effect

Requires the Office of Energy and Mineral Resources to submit a written report to the Joint Finance-Appropriations Committee by December 1, 2024, detailing distribution and use of energy resiliency subgrant funds from federal and miscellaneous revenue sources

Declares an emergency and makes the act effective July 1, 2024
