Permits public schools and public charter schools to offer behavioral health services via telehealth on school premises, with the mental health professional selected by the student and parents or guardians.

Requires schools providing telehealth services to maintain a secure, confidential room, obtain annual parental consent forms, allow no school employees in the room during sessions, and provide parents access to participate in sessions.

Allows mental health professionals with prescribing authority to initiate, alter dosage, or discontinue medications after consulting with the student's parent or guardian.

Prohibits schools from accessing, handling, or being responsible for billing related to student medical records, with limited exceptions for threats to health or safety.

Provides liability protection for school districts, charter schools, and their employees acting reasonably and in good faith in accordance with this section; effective July 1, 2024.
