Creates a medicaid budget stabilization fund in the state treasury to address Medicaid funding fluctuations and emergencies.

Transfers $12,000,000 of unobligated general fund moneys from the cooperative welfare fund to the Idaho millennium income fund by the end of fiscal year 2025.

Directs remaining unobligated general fund moneys from Medicaid appropriations to transfer to the stabilization fund annually following year-end reconciliation beginning in fiscal year 2024.

Allows the state treasurer to invest idle fund moneys, with interest earnings retained by the fund for future use.

Permits expenditures from the stabilization fund only for general fund revenue shortfalls or unanticipated Medicaid service expenses, subject to legislative appropriation.
