Creates new legislative findings (Section 49-1601A) establishing that motor vehicle distribution and sales regulation is necessary to protect public interest and prevent fraud and abuses against Idaho citizens.

Expands unlawful acts by manufacturers and distributors in Section 49-1613 to prohibit direct online sales negotiations with consumers without dealer involvement, maintaining website pricing that isn't binding, consigning vehicles to dealers, unilateral franchise agreement amendments without 60 days notice, and requiring installation of public EV charging stations.

Requires manufacturers and distributors provide 60 days written notice before substantially and adversely modifying dealer sales and service agreements, relevant market areas, or franchise terms, with dealers able to challenge modifications through department proceedings.

Establishes that manufacturers cannot use subsidiary or affiliated corporations to accomplish conduct that would otherwise be unlawful, closing loopholes regarding affiliate entities.

Declares the act an emergency measure effective immediately upon passage and approval.
