Requires state agencies, including higher education institutions and the Public Utilities Commission, to provide public notice at least 30 days before entering contracts or agreements valued over $25 million.

Exempts transactions that use competitive solicitation processes, those specifically authorized by the legislature, emergency transactions, transactions made before July 1, 2024, and legal settlements from the notice requirement.

Mandates notice be provided through four methods: email to all legislators and constitutional officers, email to capitol correspondents and media, publication on the state entity's website and social media with public comment opportunity, and publication once in a local newspaper.

Makes any contract or agreement over $25 million that substantially fails to follow the required notice process null, void, and of no force and effect.

Effective July 1, 2024, with an emergency declaration allowing immediate implementation.
