Appropriates $5,465,300 from the General Fund and US Dept of Education Gear Up Scholarship Fund to the State Board of Education and Board of Regents for Special Programs for fiscal year 2025 (July 1, 2024 - June 30, 2025)

Allocates funds across six programs: Forest Utilization Research ($50,500), Geological Survey ($39,600), Museum of Natural History ($32,100), Scholarships and Grants ($5,278,500), Small Business Development Centers ($44,500), and TechHelp ($20,100)

Reduces Federal Grant Fund appropriation by $4,528,900 in personnel costs ($23,300), operating expenditures ($1,000), and trustee and benefit payments ($4,504,600)

Authorizes an increase of 1.28 full-time equivalent positions for the State Board of Education and Board of Regents for Special Programs for fiscal year 2025

Declares an emergency and makes the act effective July 1, 2024
