Appropriates $2,254,300 to the Division of Career Technical Education for fiscal year 2025, consisting of $1,884,300 in personnel costs, $355,000 in operating expenditures, and $15,000 in capital outlay.

Funds are allocated across five program areas: CTE Administration ($739,000), Secondary and General Programs ($33,000), Postsecondary Programs ($958,400), Educator Services Program ($359,300), and Related Programs ($164,600).

Authorizes an increase of 6.00 full-time equivalent positions for the Division of Career Technical Education through June 30, 2025.

Exempts Postsecondary Programs from object transfer limitations under Idaho Code Section 67-3511(2), allowing transfers between budgeted programs for federal Perkins Career and Technical Education Funds without requiring legislative approval.

Act becomes effective July 1, 2024, and is declared an emergency measure.
