Appropriates $1,261,000 to the Agricultural Research and Cooperative Extension Service for fiscal year 2025 (July 1, 2024 through June 30, 2025), consisting of $1,119,000 from the General Fund ($877,700 for personnel costs and $241,300 for operating expenditures) and $142,000 from the ARPA State Fiscal Recovery Fund for operating expenditures.

Authorizes an increase of 2.37 full-time equivalent positions for the Agricultural Research and Cooperative Extension Service for fiscal year 2025.

Reappropriates any unexpended and unencumbered balances from fiscal year 2024 ARPA State Fiscal Recovery Fund appropriations designated for adult computer literacy to be used for nonrecurring expenditures related to adult computer literacy in fiscal year 2025.

Exempts the Agricultural Research and Cooperative Extension Service from expense class transfer limitations under Idaho Code Section 67-3511(1) and (3) for fiscal year 2025, allowing unlimited transfers between expense classes.

Declares an emergency and makes the act effective July 1, 2024.
