Reduces the time owners have to claim stray livestock from five (5) days to three (3) days after notification by sheriff or brand inspector.

Increases daily care charges for stray livestock from $2.00 to $5.00 per head for cattle and horses, and from 75 cents to $2.00 per head for other animals.

Creates new penalties for willfully and wantonly allowing livestock to stray: $250 fine for first offense (infraction), $500 fine for second offense within 5 years (infraction), and $750 fine for third or subsequent violation within 5 years (misdemeanor).

Establishes additional damage charges when stray livestock damage cultivated land: up to $10.00 per head per day for cattle and horses, or $4.00 per head per day for other animals, payable to the damaged party.

Declares an emergency, making the act effective immediately upon passage and approval.
