Appropriates $748,700 from the Division of Human Resources Fund for personnel costs from July 1, 2024, through June 30, 2025.

Increases full-time equivalent position authorization for the Division of Human Resources by 5.00 positions for fiscal year 2025.

Requires the Division of Human Resources to shift salary structure upward by an average of 3.7% beginning July 1, 2024, while maintaining the $7.25 per hour minimum wage at pay grade D.

Adds new pay structures for IT/Engineering and Nursing/Healthcare positions and appropriates 2% for permanent employees to be distributed based on merit and recruitment/retention needs.

Requires all state agencies to increase ongoing annual salaries of permanent employees by 1% and declares the act effective July 1, 2024.
