Repeals Section 18-622 (Defense of Life Act) and Section 18-623 (Abortion Trafficking) from Idaho Code.

Repeals Chapter 88, Title 18 (Fetal Heartbeat Preborn Child Protection Act) entirely.

Removes reference to Section 18-622 from Section 18-608, which permits abortions under specific conditions including second and third trimester procedures.

Amends Sections 18-8705, 18-8706, and 18-8707 to remove language prohibiting abortion counseling, referrals, and related activities while maintaining restrictions on public funds and school-based abortion services.

Effective date: July 1, 2024, with emergency declaration.
