Lowers the threshold for federal funding reduction reporting from 50% to 10% or more, requiring agencies to develop plans to reduce, eliminate, or continue services when federal grants decline by this amount.

Requires state agencies receiving federal funds to report federal fund expenditures tied to audited schedules, delineate current and upcoming fiscal year usage, identify expiration dates, and calculate the percentage of federal funds to total appropriations.

Expands reporting requirements to include identifying obligations, agreements, maintenance of effort agreements, and state matching requirements that may be impacted by federal or state decisions regarding federal receipts.

Requires annual budget request forms to include a report on known future reductions or eliminations of federal moneys and agencies' operational plans for handling 10% or more reductions in federal funding.

Becomes effective July 1, 2024, with an emergency declaration.
